About the research group
The Purchasing and Public Tenders Unit oversees the entire process of acquiring goods and services, from the initial request to delivery. It also manages the execution of public procurement procedures in compliance with the legal system.
About the role
• Manage and monitor public procurement procedures, including tenders, minor contracts, Framework Agreements and Dynamic Purchasing Systems (DPS).
• Prepare, review and manage administrative and technical documentation throughout the tendering process, from publication to contract award and formalisation.
• Publish and update procurement information on official public procurement platforms and the contracting authority’s profile.
• Provide technical support to tender committees, including bid opening, documentation review, award procedures and contract formalisation.
• Monitor contract execution, manage incidents and apply penalties when required, in accordance with public procurement regulations.
• Ensure compliance with public procurement legislation and reporting obligations.
• Provide technical advice and support to institutional staff on public procurement matters.
Job requirements
Professional experience
- Minimum of 2 years of experience in similar roles.
- Experience within public sector entities, preferably in the field of Research and Science, will be valued.
Education and training
- CFGS in administration or a related field
- Knowledge of the Public Sector Contracts Law (Law 9/2017) and its implementing regulations.
- Proficiency in official public procurement platforms and electronic tendering tools.
Technical & soft skills
- Advanced knowledge of Excel, Word, and the Windows environment, as well as experience using virtual collaboration tools (Teams, Forms, Outlook, etc.).
- Interpersonal skills
- Ability to work in a team
- Strong organizational and planning abilities
- Analytical and logistical capacity
- Proficiency in computer skills and new technologies
- Strong numerical skills in mathematics
Languages
- Good command of English, Spanish and Catalan.

IDIBELL is a research center that integrates the biomedical research of the Bellvitge University Hospital (HUB), the Catalan Institute of Oncology (ICO), and the University of Barcelona in the Bellvitge Campus (UB), and the Viladecans Hospital (HV).
